At a time when environmental consciousness is growing rapidly in the
industrialised countries and when eco-labelling is demanded with mounting
determination, reducing the environmental impact of production is becoming a pressing
need for industries throughout the world. In the case of SME clusters such a need
acquires greater urgency because of the degree of sectoral specialisation and of the
limited financial capacities of the individual entrepreneurs. Under such conditions, the
inability to reduce the environmental impact of production reduces the competitiveness
not only of a handful of producers but of the entire local economy. As a result, a conflict
may emerge between environmental protection and economic viability, challenging the
very notion of sustainable economic development.
